Preheat the oven to 350 °F, and butter an 8x4-inch loaf pan.
In a medium bowl, whisk together 2 cups flour, 4 teaspoons baking powder, ½ teaspoon salt, and ⅛ teaspoon cayenne pepper.
Use a pastry cutter or a fork to cut in ¼ cup cold butter.
Stir in 1 cup shredded Cheddar, 2 tablespoons shredded Parmesan cheese, and 1 finely chopped green onion.
In another bowl, whisk 2 eggs until foamy.
Add 1 cup milk and 3 tablespoons sugar and whisk to combine.
Add wet ingredients to the dry ingredients and stir just until moistened. Don't overmix.
