To make The Best Mini Cinnamon Rolls, you will need the following ingredients:
In a bowl of a stand mixer, combine 2¾ cups all-purpose flour, 1 tablespoon instant yeast, and 1 teaspoon salt.
In a small microwave-safe dish, combine ¼ cup granulated sugar, 2 tablespoons unsalted butter, ½ cup water, and ¼ cup whole milk. Heat in the microwave for about 1 minute on high until hot and the butter is almost melted. Then let cool to 120 °F.
Slowly add the milk mixture into the flour mixture.
Add in 1 egg and mix until sticky dough forms.
Turn a stand mixer on low speed and, using a dough hook, knead the dough for 4 minutes or until the dough becomes elastic. If kneading by hand, lightly flour the working surface and knead for 5-6 minutes. Cover with plastic wrap and allow the dough to rest on the kitchen counter for 10 minutes.
Preheat the oven to 200 °F.
In a small bowl, combine ⅔ cup brown sugar, 1 tablespoon and 1 teaspoon ground cinnamon, and 1 teaspoon vanilla extract.
On a lightly floured surface, roll the dough out into a 24x16-inch rectangle. Spread ¼ cup butter over the top of the dough and cover with the prepared filling. Use a pizza cutter to cut 24 dough strips.
Roll each strip up into a tight roll and place into a lightly greased 13x9-inch baking pan. Place a piece of aluminum foil over top, turn the oven OFF and place the covered rolls inside for 45 minutes.
Remove the rolls from the oven and turn the oven ON to 375 °F.
Remove the foil from the rolls and bake for 15 to 18 minutes. Once baked, remove from the oven and let cool for a few minutes.
Meanwhile, combine 4 ounces cream cheese, ¼ cup unsalted butter, 1 cup powdered sugar, 1-2 tablespoons whole milk, and ½ teaspoon vanilla extract in a small bowl. Use a hand mixer or beat by hand until smooth and spreadable.
Spread the frosting over the warm rolls.
Serve warm with a hot cup of tea or coffee.
