In a food processor, combine 200 grams chopped butter, 1/3 cup cocoa powder, 1/2 cup rice flour, 1 1/2 cup all-purpose flour, and ¾ cup powdered sugar and pulse until the mixture resembles breadcrumbs.

Roll out the remaining dough and use a 2 ¼-inch star-shaped cookie cutter to cut out 30 stars, re-rolling dough scraps as needed. Arrange the stars, ½ inch apart, on the remaining sheets.

Leave the cookies to cool on the cookie sheet for 5 minutes before transferring them to the wire rack to cool completely.
Place ⅓ cup milk chocolate melts and 1 tablespoon heavy cream in a microwave-safe bowl. Microwave on high (100%) for 30 seconds, stirring halfway through, or until melted and smooth. Let cool for 10 minutes.
Spoon ½ teaspoon chocolate ganache in the center of a large star and top with a small star, pressing down gently to secure. Repeat with the remaining stars and ganache. Let sit for 15 minutes.
Dust the cookies with powdered sugar and serve.
