In a large skillet, over medium heat, heat the olive oil. Add the onion and garlic and sauté for about 5 minutes until soft and translucent.
Add the ground beef and cook for about 5-7 minutes, stirring frequently, until browned and cooked through.
Add the zucchini and tomatoes and stir to combine well. Reduce the heat to a simmer and simmer, uncovered for 10 minutes.
In a large pot, add cauliflower to boiling water and boil for about 8-10 minutes, until soft.
Drain the cauliflower, allowing all the steam to escape. (Dry cauliflower will help to make a creamier mash.)
Transfer the drained cauliflower to a food processor. Add the butter, cream, shredded cheese, salt, and pepper. Process until smooth.
Place the ground beef mixture in the bottom of a large casserole dish and top with mashed cauliflower. Bake at 350 °F for 20-25 minutes, until the filling is bubbly and the topping is browned.
Serve hot!
