Preheat the oven to 350 °F. Lightly grease a 9-inch cake pan.
Mix 1½ cups of flour, 1 cup of sugar, ¼ cup of cocoa, 1 teaspoon of baking soda, 1½ teaspoons of cinnamon and ¾ teaspoon of cayenne pepper together in a large bowl.
Add 1 teaspoon of vanilla, 1 tablespoon of white vinegar, 5 tablespoons of vegetable oil and 1 cup of cold water. Stir until the wet and dry ingredients are just combined.
Pour the mixture into the cake pan.
