Preheat the oven to 425 °F.
Combine 1 tablespoon of chopped fresh oregano with 1 teaspoon of minced garlic, 1 teaspoon of orange zest plus 1 tablespoon of fresh orange juice, 1 teaspoon of ground cumin, 1 tablespoon of oil, 1 teaspoon of lime zest, and 1 tablespoon of lime juice, ½ a teaspoon of salt, and ½ a teaspoon of black pepper in a small bowl. Rub both sides of pork chops with mixture and set aside.
Toss 1 pound of potatoes with onion wedges, 1 cup of bell pepper, ½ a teaspoon of salt, ¼ teaspoon of black pepper, and the remaining 1 tablespoon of oil in a bowl. Turn the broiler to high, and broil the dish for 3 - 4 more minutes until a thermometer inserted in the thickest part of the pork chop registers 140 °F.
