Preheat oven and prepare baking sheet

Preheat the oven to 350 °F and line a medium baking sheet with a piece of parchment paper.

Make bell pepper rings

Cut the tops and ends off the peppers and finally chop them. Slice the peppers into 2 thick rings and remove the seeds. Place the rings on the prepared baking sheet.

Prepare meatloaf mixture

In a large bowl, combine 1 pound ground beef and chopped peppers, ¼ cup breadcrumbs, 1 lightly beaten egg, 1 teaspoon Worcestershire sauce, ½ finely chopped onion, ½ teaspoon chopped thyme leaves, 1 clove minced garlic, 1 tablespoon tomato paste, and kosher salt and black pepper to taste and stir until well combined.

Fill pepper rings

Divide the meatloaf mixture between the pepper rings. Whisk together ¼ cup ketchup and 1 tablespoon brown sugar and brush on the tops.

Bake in the preheated oven for 35 minutes.

Top with cheese and continue to bake

Remove from the oven and top each meatloaf with grated cheese and bake for 5-10 minutes more or until the cheese is gooey.
